Condo gutter maintenance is a board decision, not a homeowner chore. The gutters on a four-building condo, a row of villas or a 55+ community are usually maintained by the association, and when one overflows the complaint lands on the manager's desk along with a stained wall, a soggy planter or a wet patio inside somebody's unit.
Southern Gutters FL handles association work across Broward, Palm Beach and Miami-Dade: one written scope, a set schedule by building, notices residents actually see, and a single invoice with photos sorted by address. It is part of our commercial gutter services, run by Chance and the same family crew that has served South Florida since 2020.
Where gutter problems turn into association problems
In most South Florida communities the roof edge, gutters and downspouts sit in the common elements or are maintained by the association under its governing documents. Check your declaration, but if the association is responsible, a clogged gutter becomes a claim when water gets into a unit or undermines a walkway.
- Shared downspouts: one outlet often drains the roof over two villas, so a clog floods the planter between neighbors who then argue about whose problem it is.
- Stucco and paint: overflow streaks and saturated stucco shorten the life of the paint job the reserve fund just paid for.
- Ground-level hazards: water splashing onto entry walks and parking stalls grows algae that residents slip on.
- Common-area trees: the mature black olives and oaks that make a community look established are the same trees filling its gutters.
- Washouts and stains: mulch carried off at building corners and tide lines on the stucco between units usually mean an outlet has been overflowing for months, often across a change of board or management company.

Milestone inspections, governing documents and condo gutter maintenance records
After the Champlain Towers South collapse in Surfside in June 2021, Florida passed SB 4-D in 2022. It created milestone structural inspections for condominium and cooperative buildings three stories or taller once they reach a certain age, and required structural integrity reserve studies. Broward and Miami-Dade already ran 40-year recertification programs.
To be clear about scope: the law is about structural safety, and it does not create a gutter cleaning requirement. Gutters matter to it indirectly. Water that overflows onto balconies, walls and slab edges for years is one of the things engineers look for evidence of, and a dated log showing the drainage system was cleaned and repaired on schedule is useful context for the inspector and for the board's own file.
Our records are photos and notes per building and per visit, not engineering opinions. We document what we cleaned, what we repaired and what we saw that another trade should look at.
Section 718.113 of the Florida Condominium Act puts common-element upkeep on the association, and your declaration (or Chapter 720 documents for an HOA) says whether gutters fall there. Replacement sections usually go through the architectural review committee for color and profile. New installation can need a city or county permit, and Florida DBPR licensing can apply, so ask any vendor for county competency details.
HOA gutter cleaning for villas and townhome gutter maintenance
Villa gutter cleaning is mostly one-story work with lots of short runs, corners and shared outlets. Townhomes add a second story, rear patios with screen enclosures, and back elevations that can only be reached through a resident's yard. We map each building on the first visit, number its downspouts, and note which unit each one serves so later repair requests can be matched quickly.
An association visit includes, on every building:
- Hand clearing of every gutter run, valley outlet and shared downspout, debris bagged and hauled off.
- A hose flow test at each downspout, with the discharge point checked for washout.
- Hanger, seam and end-cap checks logged by building and unit.
- Before-and-after photos of each elevation for the board file.
- Repair items quoted separately, never done without approval.
Typical before

Typical after

Many communities have barrel tile roofs, and tile needs a careful foot. Our crews work from ladders at the eave rather than walking the field of the roof, the approach described on our tile roof gutter cleaning page. Where a corner keeps flooding even after cleaning, we may suggest piping that downspout underground.

What does a 55+ community gutter service need to do differently?
In 55+ communities most residents are home during the day, many are seasonal, and a ladder against the wall at 8 a.m. can be alarming if nobody was told. We keep start times reasonable, post notices ahead, and the crew lead introduces himself to anyone who comes outside.
Seasonal owners also mean locked patios and unknown access. We flag those units to the manager so access can be arranged instead of skipping them silently. If your community is one we serve, such as Kings Point or Whisper Walk, the location page covers local scheduling.

How is condo association gutter cleaning scheduled and billed?
- Walk and map: we number every building and outlet and note which units share each downspout.
- Scope approval: the board or manager signs off on buildings, outlets and visit dates in writing.
- Resident notice: the manager sends our wording with dates by building, what to move off patios, and who to call.
- Service days: a set group of buildings per day from ladders with standoffs, debris hauled off the property.
- Repair log: items listed by building and unit with photos.
- One invoice: a single bill with the photo report attached, sorted by building.
Repairs found during cleaning are quoted separately. The board can approve all of them at once, or by building as the budget allows. Replacement sections can be matched to your community's approved color, the same palette work we do on color-matched and HOA-approved gutters.
What changes the price of an association contract
There is no per-building flat rate, because communities differ too much. The written proposal reflects the number of buildings and their stories, total linear feet and outlet count, and the roof: barrel tile is slower to work around than shingle, and flat roofs add scuppers. Debris load from common-area black olives, oaks and royal palms sets visit frequency, and locked patios or seasonal units can add a return trip. Repairs found during cleaning are priced line by line so the contract figure stays predictable.

What should a board ask for in a gutter bid?
- Will you provide a certificate of insurance naming the association before work starts?
- How many buildings will you complete per day, and what happens on a rain day?
- Who writes the resident notice, and how much lead time do you need?
- How are unit-level complaints logged between scheduled visits?
- What does the photo report look like, and is it sorted by building?
Any vendor should answer these in writing. Ours are part of the free estimate, along with a building count and a proposed schedule.

HOA & Condo Gutter Maintenance questions, answered
Do you bid association-wide gutter contracts?
Yes. We walk the community, count buildings and outlets, and send a written proposal covering the full property with a per-visit scope and schedule. Boards can choose one or several visits a year. Repairs found along the way are quoted separately so the contract price stays predictable.
How do you notify residents before cleaning day?
We give the manager notice wording that lists dates by building, asks residents to move items away from walls and patio edges, and includes a contact for questions. Most managers send it by email and post it at mailboxes or the clubhouse. We ask for notices to go out several days ahead.
Can gutter maintenance records support milestone inspections?
They can add useful context, but they are not part of the inspection itself. Florida's milestone law focuses on structural safety. Our dated photos and notes show the drainage system was cleaned and repaired on schedule, which helps the board's maintenance file and gives an engineer background on water management.
Do you handle unit-by-unit repair requests?
Yes, when the association authorizes them. Requests come through the manager, we match them to the building and downspout map from our first visit, and we quote and complete the repair with photos sent back to the manager. That keeps one record and avoids residents hiring their own vendors for common-element work.
