Flat roof scupper cleaning matters more than most owners realize, because a flat roof has no slope to bail it out and often no gutter along the edge. Water moves toward a few small openings in the parapet wall and leaves through them, or it does not leave at all. When a scupper or the leader head beneath it is choked with leaves, palm seed and roof grit, the roof turns into a shallow pool that sits in the sun until a seam gives up.

Parapet roofs are everywhere south of us: mid-century homes in Hollywood, flat-roof additions and Florida rooms in Fort Lauderdale, and much of the housing across Miami-Dade County. Our crews clear the scuppers, empty the leader heads, flush the downspouts and run water across the roof to prove it drains. It is part of the same family of work as our standard gutter cleaning, adapted to roofs where the gutter is replaced by holes in a wall.

Scupper cleaning starts with knowing how your parapet roof drains

Most flat residential roofs here drain through a short chain of parts, and a clog anywhere in it backs water onto the roof:

  • Primary scupper. A rectangular opening through the parapet at the roof's low point, lined with a metal sleeve.
  • Leader head. The open box mounted on the outside wall under the scupper that catches the water and funnels it down.
  • Downspout. Carries water from the leader head to the ground or to a buried line.
  • Overflow scupper. A second opening set a few inches higher, meant to work only when the primary is blocked.
  • Roof drains. Some roofs also have internal drains with domed strainers that pipe water down through the building.

If water ever comes out of the overflow scupper, the primary route is already clogged.

Is your scupper clogged? Signs you can spot from the ground

You rarely need to climb up to know a flat roof is in trouble. Look for water pouring from the higher scupper during storms, dark streaks running down the stucco below a scupper or leader head, and a leader head that spills over the top instead of draining. Inside, a brown ring on the ceiling near an outside wall is often the first sign.

The causes are local. Palm seed and black olive leaves drift to the low corner where the scupper sits, iguanas sun on parapets and leave droppings that wash straight into the throat, and older built-up roofs shed gravel and granules that settle like sand in the sleeve. Leader heads add their own trouble: thin galvanized boxes rust through at the seams, and a screen packed with seed overflows even when the scupper above is clear. From a second-story window next door you may also see a dark debris ring where water has been sitting.

Streaks below the higher scupper mean the primary drain has been blocked during storms.

If water is pouring off the roof edge right now during a storm, our overflowing gutter service is the faster route.

What does poor parapet roof drainage do to the roof?

A well-drained flat roof should be nearly dry within a couple of days after rain. When it is not, three things work against it. The weight of the puddle presses on the deck. The membrane seams stay soaked, then bake in the afternoon sun, and that cycle ages them fast. And the debris that caused the clog rots in place, feeding algae and even small plants whose roots work into the surface.

A ring of silt and leaves around a puddle shows how long water has been sitting on the roof.

Clearing the drains does not repair a membrane that has already split. If we see blistering, open laps or soft spots, we photograph them and tell you to bring in a roofer before the next storm.

Leader head cleaning and flat roof drain cleaning, step by step

  1. Set the ladder with a standoff over the parapet so it bears on the wall, not the coping.
  2. Bag loose leaves, fronds and seed across the roof, working away from the drains so nothing washes in.
  3. Clear each scupper throat by hand, including the gap under the sleeve where silt builds up.
  4. Lift strainer domes on internal drains, clean the basket, then empty the leader heads, rinse their screens and flush each downspout to the ground.
  5. Run a hose across the low spots, watch water leave through every outlet, and photograph scuppers, drains and any membrane damage before we leave.

Leader heads fill up like small buckets, so each one is emptied and rinsed before the downspout is flushed.

What every scupper visit includes

The goal is a roof that empties, not just clean openings. We work low-pressure only, because a pressure-washer wand aimed at a scupper can lift membrane laps and flashing. You get a short note on anything a roofer should see, kept separate from the cleaning itself.

  • Loose debris bagged off the whole roof surface, not just near the drains.
  • Every primary and overflow scupper throat and sleeve cleared by hand.
  • Internal drain strainers lifted, cleaned and reset.
  • Leader heads emptied and each downspout flushed to its outlet.
  • A flood test across the low spots, with photos of each outlet.

Clogged scupper repair and adding a flat roof gutter

Some scuppers keep clogging because of the hardware, not the trees. Leader heads rust through at the seams, outlets are too small for a summer downpour, and bare scuppers with nothing under them throw water straight down the wall. We can replace a leaking leader head, upsize an outlet or add one where none exists.

Adding a leader head under a bare scupper stops water from running down the wall and digging into the ground.

On longer roof edges, a seamless flat roof gutter can catch water from several scuppers and send it to one well-placed downspout. Drips at old gutter seams below a scupper are handled through our leaking gutter repair service, and where the water goes after the downspout is covered under downspouts and drainage.

Codes and trades behind scuppers and membranes

The overflow scupper is not optional decoration. The Florida Building Code, Plumbing volume, Section 1108, requires secondary (emergency overflow) drains or scuppers wherever parapets would otherwise trap water, so we never seal or block one. Broward and Miami-Dade sit in the code’s High-Velocity Hurricane Zone, where roofing products need approval, and membrane, flashing and deck repairs belong to a roofing contractor licensed through Florida’s DBPR. New leader heads or gutters can require a city or county permit, and condo or HOA buildings usually need association sign-off before roof access.

Scheduling scupper visits around the rainy season

Your free written quote is built from roof area, the number of scuppers, drains and leader heads, how we reach the roof, building height and debris volume. Local conditions shift those numbers: a parapet roof under a black olive collects far more than an open one, iguana-heavy waterfront lots mean more scrubbing at the throat, and a rusted leader head that has to be replaced is quoted as its own line. Multi-unit roofs reached through a locked hatch or a condo office take extra coordination time. For more background

Flat Roof Scupper Cleaning questions, answered

What is a scupper and why does it clog?

A scupper is an opening through the low wall, or parapet, around a flat roof that lets water drain off the side, usually into a leader head and downspout. Because a flat roof drains slowly, leaves, palm seed, roofing gravel and iguana droppings drift toward the scupper and settle in its throat. A single wet leaf mat can close it.

How does ponding water on a flat roof cause leaks?

Standing water adds weight, and it soaks the seams and laps of the roof membrane far longer than they were built for. Each round of soaking and baking in the sun ages the membrane, while rotting leaves in the puddle hold moisture against it. Eventually a seam opens, and water takes the shortest path into the ceiling below.

Can you add a gutter under an existing scupper?

Yes. A leader head mounted under the scupper and tied to a downspout is the most common fix when water currently pours straight off the wall, staining stucco or digging into the ground. On longer roof edges, a seamless gutter section can collect from more than one scupper. We size the outlet so it keeps up with a summer cloudburst.

How often should flat-roof drains be cleared in South Florida?

Most flat roofs here need clearing at least twice a year, once before the rainy season and once after it ends. Roofs under trees, or with a scupper that has overflowed before, usually need three or four visits. Have the roof checked after any tropical storm too, since one blown-in frond can block a scupper.

Why does water still pond after the scuppers are cleared?

Usually because the roof itself holds it. A sagging deck, worn insulation or a low spot away from the scuppers keeps water in place even with clear outlets, and the fix is a roofer adding tapered insulation or another drain. If the flood test shows water crawling toward an undersized opening, we can enlarge the outlet or add a leader head. Our photos show which problem you have.
